This is The Title Deed Desk. General information for Dubai, not legal advice. TitleDeed.ae is a private service operated by Cendale Documents Clearing Services FZCO. It is not a government website, not affiliated with the Dubai Land Department, and not a law firm.
A genuine listing and a genuine title deed do not automatically prove that the person requesting payment is entitled to receive it.
The landlord is the owner, or a person lawfully acting for the owner. The broker is the licensed intermediary. The payee is the person or entity named to receive money. In a straightforward file they align; in a risky file they do not. A tenant may see a valid advertisement permit and assume ownership has been proved, or see a title deed and assume the broker is licensed, or confirm both and still send money to an unrelated account. Each leap skips a different control.
The title-deed check addresses the property and, where selected, the owner. The broker search addresses the person or office acting as broker. The permit check addresses the issued real-estate activity permit. Payment authority must still be supported by the lease, owner instruction, management authority or other documentary basis. These are complementary records — none should be stretched beyond its purpose.
First, identify the property and current owner. Second, verify the broker or office if one is involved. Third, validate the relevant permit. Fourth, compare the proposed payee with the contractual and authority documents. If the names differ, stop and obtain the written chain that explains why. A difference is not automatically fraud — managed properties, companies and authorised representatives can create legitimate differences — but a difference is a question. It should never be ignored because the move-in date is close.
Keep the verification outputs, the authority document and the payment instruction together. Record the date. If instructions change, repeat the check rather than relying on an old message. The objective is not suspicion for its own sake; it is to ensure that the person asking for money can be connected, by documents, to the person entitled to give that instruction.
Take a normal rental file. The owner appears on the deed. The broker appears in the official broker search. The advertisement permit is valid. Then the tenant is asked to transfer the deposit to a third-party consultancy. Three records have been checked, but the fourth question remains unanswered: why is that consultancy entitled to receive the owner’s money? There may be a legitimate explanation — the owner may have appointed a licensed manager, or the company may be an authorised collection agent. The point is that legitimacy should be demonstrated in writing: a short owner instruction, management authority and matching contractual clause can complete the chain. Without that chain, the safest-looking elements of the file cannot cure the payment gap.
Before anyone acts, reduce the file to a sequence: start with three roles that are often collapsed into one, move through what each check establishes and the safe sequence before payment, and finish with document the conclusion. That order matters because a later document cannot repair an earlier identity, authority or status gap. Write the steps down, put the source beside each step, and if one step is still based on an assumption, the file is not ready to move forward. Keep the terminology precise — landlord ownership, licensed broker, advertisement permit, payment authority are not interchangeable labels; translate any broader phrase back into the precise question.
Three predictable failure points: treating an advertisement permit as proof of ownership; paying a third party because the broker says it is normal, without written authority; and checking a broker but not checking whether the broker remains linked to the relevant office or listing. None should be solved by optimism. The stop rule is simple: when a material name, date, amount, authority or property field does not align, pause the next irreversible action. Do not release money, book completion, cancel a live record, or submit another version merely to see whether the system accepts it. A pause isolates the unresolved point cheaply — record the mismatch in one sentence, identify the document that should answer it, ask the person responsible, then restart when the evidence is complete.
Save the official output, not only a screenshot. Keep the date of the check, the fields entered and the result, and keep the current identity, authority and property documents in the same folder; if a document is replaced, mark the older version superseded. A clean file lets another administrator understand the position without a telephone explanation. And the conclusion is time-sensitive: a new owner can be registered, a mortgage released, a tenancy ended, an authority expired, contact details changed — repeat the check when a material event occurs, when instructions change, or when the file has aged beyond the evidence it was built on. Before closing, state the conclusion narrowly — what was checked, on what date, against which source, and for what intended purpose — and avoid "clear", "approved" or "guaranteed" unless the issuing authority itself used them for that precise result.
This was The Title Deed Desk. I'm Stephen.
A deed, broker and permit all check out — is it safe to pay?
Not yet. Those three checks address the property/owner, the broker and the advertising permit — none of them proves the payee is entitled to the money. Payment authority is a separate control, supported by the lease, an owner instruction or a management authority. Compare the proposed payee against those documents before you transfer.
I’m asked to send the deposit to a third-party company — is that a scam?
Not necessarily — but it’s a question you must answer first. A managed property or authorised collection agent can be a legitimate reason, but the legitimacy should be demonstrated in writing: a short owner instruction, management authority and a matching contractual clause. Without that chain, stop, even if the move-in date is close.
What’s the safe order of checks before paying rent or a deposit?
Four steps: identify the property and current owner (title-deed check); verify the broker or office if one is involved (broker search); validate the relevant advertisement permit; then compare the proposed payee with the contract and authority documents. If the names differ, pause and obtain the written authority chain before releasing money.
